PUBLIC INTERESTS SIDETRACKED

From Mandarin Daily Newspaper.......

Works Minister Datuk Seri S Samy Vellu said the government did not have the intention of continuing with the policy of preventing highway concessionaires from increasing toll rates by means of compensation and subsidies.

The minister's remark did not come as a novel surprise at all. Since when has the government taken the steps to prevent the public from bearing the costs of higher tolls? And since when has the minister not protected the interests of highway concessionaires?

You may still recall that Samy said in May that everyone would "take a gun to shoot him" as the time for highway concessionaires to extend toll collection deadline drew near. Before long, the Butterworth-Kulim Highway tolls were upped quietly by a whopping 20%!

To people in the street, Samy's sense of humour simply falls short of being amusing. No one would enjoy his joke at a time when everything is getting dearer by the day.

At that time, Samy did accuse the people for not understanding the difficulty the government had to go through. But as an elected MP and Cabinet minister, how can he expect the public to understand his inefficiency while also seeking greater support and mandate from the public?

Politicians are used to say that voters are the bosses, but when they arrive at a crossroad between political and economic interests, large corporations are often the true bosses, while people in the street are nothing more than a piece of meat lying helplessly on the chopping board, awaiting the manipulation of the "true bossess."

Malaysians rise up to protest each time the highway tolls are increased, chiefly because the lack of transparency in the contracts between the government and highway concessionaires has conjured up an impression of "black box operation."

Today, with the AP lists and API spread out completely before the investigative eyes of the public and no longer secretive documents hidden in relevant ministers' drawers, we wonder for how long more will the highway concession contracts stay concealed.

At a time when Malaysians' right to knowledge is slowly gaining recognition, any effort to continue putting a lid on the issue of increased and extended toll collection is seen as a transgression of Datuk Seri Abdullah Ahmad Badawi's transparent policies.

Road amenities and public transportation are service sectors which the government should subsidise. Instead of benefiting from such services, the public have to pay dearly to help these privatised companies service their own debts. We have heard more than enough of remarks of this kind. We only hope that the government would review the existing policies by taking into consideration the interests of the public. Having said that, our hopes continue to be dashed, and bad news is getting closer to reality as time passes.

With the government taking steps to progressively reduce fuel subsidies, it has now become evident that prices of petroleum products and highway tolls are bound to go higher. With road transport costs on the rise, daily necessities are expected to get dearer, and Malaysians are set to tighten their belts for a decent living.

After the depegging of ringgit, the local unit has appreciated slightly. While prices of imported goods may fall, the effects are not to be seen immediately. We still need to observe for a while whether the national economy will actually improve. Samy is only fanning the flame by choosing to reveal at such an inopportune timing that the government is not going to stop the highway concessionaires from hiking the toll rates.

Minister in the Prime Minister's Department Datuk Mustapa bin Mohamed said the country's inflation rate is expected to exceed 2.8% by end of this year, thanks to higher petrol prices, and that the government would do its best to put goods prices under control.

Would the government do anything to control highway tolls?

INILAH ISLAM HADHARI. BERTAUBAT
